چمها از جمله مکانهای مناسب ایجاد بیشههای جنگلی و درختزاری هستند. چَمِ شیر، زمانی زیستگاه شیر ایرانی بوده است. وجود جنگلی وسیع در کنار رودخانه با حیات وحش غنی، محیطی مناسب برای سلطان منقرض شده جنوب زاگرس فراهم کرده بود.
رودخانه زهره در محل احداث سد چم شیر دارای جنگلهای انبوه پده و گز، خرزهره و شمار زیادی از گونه های پایابی می باشد. در چند بازدید کوتاهی که به سختی خود را به کنار رودخانه زهره رساندم، بهشتی دیدم که هیچ انسان منصف و شرافتمندی نمی تواند چشمان خود را به زیبایی ها و ارزش های بوم شناختی آن ببندند. این ها هدیه آفریدگار به سرزمین خشک و گرم منطقه ای است که توسط تپه ماهورهای گچی در بر گرفته شده است. بر اساس جدیدترین مقالات علمی، ایران غنیترین کشور جهان از نظر تنوع و تعداد گونههای گیاهی انحصاری و اندمیک گچ دوست است.
در روزهای ۹ و ۱۰ آذر ۱۴۰۱ که برای چندمین بار از رودخانه زهره – در محل احداث سد چم شیر – بازدید کردم، شاهد جنگل تراشی و جنگل سوزی عمدی وسیع در مخزن سد بودم. صحنههای دهشتناک و غم انگیزی که به دلیل عدم دسترسی خبرنگاران و مردم، دور از چشم صاحبان این سرزمین، سرمایههای خدادادی را ناجوانمردانه قلع و قمع میکردند. با تمام وجود اشک ریختم که چگونه باید سازمان حفاظت محیط زیست یک گزارش ارزیابی به شدت مخدوش و پر از اشتباهات فاحش را تایید کند و اجازه ساخت سد در یک بستر گچی که دارای لایه های نمکی با چشمههای متعدد شور در بستر رودخانه است را صادر کند.
اخیرا آقای سلاجقه، به درستی ضمن تایید خطر آبگیری سد چم شیر، تاکید کردهاند که اجازه گتوند دیگری را نمیدهند و تا زمانی که گمانههای جدید بی خطر بودن آبگیری را تایید نکند سد چم شیر آبگیری نمی شود. از طرفی مقالات علمی و گزارشات مستدل از طرف شرکت نفت و سازمان جغرافیایی نیروهای مسلح نشان داده است که مطالعات سد بر پایه اطلاعات نادرستی بر اساس یک نقشه قدیمی ارائه شده که در آن لایههای سازند گچساران به دقت مشخص نشده است. طبیعی است که زدن این گمانهها میتواند ضمن ابهام زدایی، از وقوع یک فاجعه بزرگ جلوگیری کند.
بعد از نامه ۱۰ استاد دانشگاه به ریاست جمهوری در تاریخ ۱۶ آذر ۱۴۰۰ و تشکیل جلسات تخصصی در کمیسیون اصل ۹۰ مجلس که منجر به تشکیک در درستی مطالعات سد شد، آنطور که من مطلع شدم کمیسیون نظر مخالف خود را درمورد آبگیری سد اعلام کرده است. این برای اولین بار در تاریخ مجلس است که به جای تصویب و اختصاص بودجه برای ساخت سد و انتقال آب، به انحرافاتی که منجر به بحران آب در کشور شده است پرداخته شده و امیدوارم با توقف آبگیری سد چم شیر، در مقابل فشارهای ذینفعان چنین پروژه هایی کوتاه نیامده و از حقوق سرزمین ایران و مردمان آن دفاع کند.
تاسف آور است که سازندگان و حامیان سد چم شیر با فعالیت گسترده رسانهای و طرح مطالب غیر واقعی که اغلب آمیخته با ادعاهای نادرست و گاهی تهمت و تهدید منتقدان است سعی در انحراف افکار عمومی و فشار به دستگاههای مسئول برای آبگیری عجولانه سد میباشند. اینکه این سازندگان میخواهند با آبگیری مانع انجام تحقیقات دقیق علمی شوند کاملا قابل درک است، اما اینکه فردی از سازمان حفاظت محیط زیست (گویا معاون دفتر آب و خاک سازمان) در کنار ارباب جمعی سد چم شیر مطالب غیر علمی و پر از اشتباه بیان میکند، آدمی را به حیرت فرو میبرد. در رسانهها به نقل از ایشان (ایرنا ۲۴ آذر ۱۴۰۱)، یافتههای علمی در خصوص تماس مخزن سد با سازند گچی-نمکی گچساران و مشکل شوری آب رودخانه زهره که با عبور از این سازند بخصوص در داخل مخزن به شدت شور می شود، رد شده است! نامبرده در اظهار نظر عجیبی مساحت جنگل مخزن سد چم شیر را فقط ۸ هکتار گفتهاند! به نظر میرسد که این معاون محترم نه با تعریف جنگل آشنایی دارند و نه ابعاد یک هکتار را به درستی می شناسند و گویا از نظر ایشان فقط با بلوط جنگل ایجاد میشود. با وجود چنین مقام مسئول و یا کارشناسی در سازمان حفاظت محیط زیست اصلا نباید تعجب کرد که پایتخت روزهاست در آلودگی به سر میبرد، ریزگرد بخش عمده کشور را درگیر کرده و اغلب تالابها و رودخانههای کشور خشک شدهاند.
برداشتهایی از همین جنس است که ناآگاهانه و یا عامدانه منجر به تهیه و تایید گزارش ارزیابی در سال ۱۳۸۸ شده است که بر پایه آن میلیاردها تومان بودجه مملکت صرف ساختن سدی شده است که تازه یاد پیمانکار افتاده است که منتقدان را با سلسله مطالعات جدید توجیه کند. سدی که بنا بود باعث تامین آب شرب و توسعه کشاورزی شود، به یک باره تغییر هدف داده شده و سازندگان مدعی هستند که با آن می خواهند آب شور را مدیریت کنند! گویا این خدمتگزاران نمیدانند که تجمع نمک در کف یک سد به مثابه یک بمب شیمیایی است که اگر روزی مجبور به تخلیه آن شوند، ابعاد فاجعه کمتر از یک بمب اتمی نیست.
در جلد اول ارزیابی زیست محیطی سد چم شیر، ۴ هدف اصلی سد این گونه عنوان شده: ۱) تامین ۵۰ درصد آب شرب شهرهای بندردیلم تا بوشهر؛ ۲) تامین ۴۵۰ میلیون متر مکعب آب برای آبیاری ۴۰ هزار هکتار از اراضی بوشهر در دشت لیراوی، ۳) تامین آب آبیاری برای پایین دست سد در خوزستان و ۴) تامین حقابه محیط زیستی پایاب سد. رودخانهای که در حال حاضر لب شور است و در خوش بینانه ترین حالت به راحتی به مرز بحرانی شوری خواهد رسید، نه ارزش کشاورزی دارد و نه شرب. از همه بدتر با قطع جریان آب در پایاب سد، میزان شوری آب در ادامه زهره به شدت افزایش یافته و عملا باعث تهدید زراعتهایی میشود که از خیرآباد تا هندیجان به ترکیب آب زهره و خیرآباد وابسته هستند. زمینهای این منطقه در حال حاضر هم شور هستند و طبیعی است که با آب شور به شوره زارهای جدید و کانونهای تولید ریزگرد تبدیل میشوند.
اندازهگیریهای هدایت الکتریکی آب رودخانه در فصول مختلف سال و نقاط مختلف رودخانه توسط این نگارنده سوالات بسیار مهمی ایجاد میکند که همگی تایید ارتباط بخشهای شور سازند گچساران با آب رودخانه است. در تاریخ ۱۰ آذر که در محل چم شیر، هدایت الکتریکی ۲۴۰۰ میکروزیمنس بر سانتی متر مربع را ثبت کردم در کنار عدد ۲۲۵۰ میکروزیمنسی که در بهار امسال – هر دو بعد از بارندگی و در دبی بالا ثبت شده است – نشان میدهد افزایش سطح تماس آب با سازند، رابطه مستقیمی با افزایش شوری دارد. در حال حاضر که رودخانه فقط در حدود ۴ کیلومتر مربع، آنهم در بخش آبرفتی با بستر تماس دارد، هدایت الکتریکی لب شور را نشان می دهد، طبیعی است که با ۱۳ برابر شدن سطح تماس آب با بستر بایستی منتظر یک جهش در شوری مخزن سد شد.
به نظر نگارنده وظیفه دستگاه قضایی، بخصوص سازمان بازرسی کل کشور است که با ورود به این پرونده نسبت به ترمیم اعتماد عمومی اقدام نمایند. دادستان محترم در راستای حقوق عامه میتواند مانند آنچه در پروندههای پتروشیمی میانکاله و بیوجمی در تالاب انزلی رخ داد، هر چه سریعتر نسبت به توقف آبگیری سد چم شیر و معرفی عوامل دستور و اجرای قطع و آتش زدن جنگلهای وسیع منطقه، قبل از مشخص شدن نتیجه گمانه زنی به دستگاه قضایی اقدام کنند. ریاست سازمان حفاظت محیط زیست نیز طبق اصل ۵۰ قانون اساسی وظیفه دارند، ضمن ارجاع قضایی تخلفاتی که منجر به تهیه و تایید گزارش ارزیابی سد چم شیر شده است، در کنار متخصصان و علاقه مندان کمک کنند تا از رخ دادن یک فاجعه بزرگ در کشور جلوگیری شود.
بدانیم که خوزستان بیش از این تحمل شوک محیط زیستی دیگری را ندارد و هر گونه تعجیل در آبگیری سد چَمِ شیر ، بازی با دمِ شیر است.
