رحیمی با اشاره به فعالیت مرکز بازپروری سروش گفت: این مرکز که مختص نگهداری معتادان متجاهر ماده ۱۶ است با تلاش های صورت گرفته و تغییر کاربری طی یک دهه گذشته به کمپ ترک اعتیاد و بازپروری معتادان متجاهر تبدیل شد و از آن زمان تاکنون افراد زیادی در آن پذیرش شدهاند.وی با بیان اینکه در حال حاضر یکی از مهمترین معضل ها در رابطه با معتادان متجاهر بازگشت دوباره آنها به مصرف مواد پس از سمزدایی است، گفت: باید با تغییر در رویکردها و شیوه بازپروری علاوه بر سمزدایی، شرایط برای بازگشت این افراد به کانون خانواده، بازار کار و جامعه نیز فراهم شود، البته نیروی انتظامی ماموریت قانونی برای بازپروری معتادان ندارد؛ اما برحسب وظیفه ذاتی و مسئولیت اجتماعی و انسانی خود این اقدام را نیز انجام داده و به این حوزه ورود کرده است.رییس پلیس تهران بزرگ درباره تعداد معتادان در پایتخت نیز گفت: برابر آمارهای ما در حال حاضر ۴۰۰ هزار معتاد فقط در شهر تهران است که از این تعداد ۲۰ هزار معتاد متجاهر یعنی فاقد هرگونه سرپناه و طرد شده از خانواده هستند.
