درشرایط کنونی و در فقدان احزاب معمولا در ادبیات سیاسی ایران از کابینه «جناحی» یا «فراجناحی» سخن به میان میآید. کابینه جناحی از شخصیتها، گروهها و شبه احزاب جبهه پیروز شکل میگیرد. دوجبهه سیاسی کشور _اصولگرایان واصلاح طلبان _از شخصیتهای سیاسی وگروهها و تشکلهای کوچک و بزرگ با دیدگاههای مشترک کلان، اما سلایق متفاوت تشکیل شدهاند بنابراین رقابتهای درون جناحی نیز در چنین جبهههایی اجتناب ناپذیر است؛ بنابراین «کابینه جناحی» کابینهای برخاسته از سهم خواهی چهره ها، گروهها و باندهای جبهه پیروز است که در نهایت هم به دلیل اختلافات درون جناحی به تشکیل کابینههای ناکارامد منجر شده است والبته هیچ جبههای هم مسئولیت کابینه برآمده ازجناح خودرا برعهده نگرفته و درباره عملکرد آن پاسخ گو نیست. روشن است درجایگزینی رقابت جبهههای سیاسی به جای احزاب سیاسی «کابینه فراجناحی» نیز دیگر نمیتواند مفهوم داشته باشد، زیرا اصولاً جناح پیروز حضور هیچ یک از چهرههای جناح رقیب را در قدرت بر نمیتابد به ویژه این که رقابتهای سیاسی جناحها درایران آن قدر تند وآلوده به بداخلاقی شده که به رقابت سیاه و سفید یا حق و باطل تبدیل شده است. هر جناح رقیب خود را به طور کامل باطل وسیاه میپندارد و جناح خویش را حق و سفید! بنابراین «کابینه فراجناحی» اگر چه درکلام سیاست ورزان بیان میشود، اما هرگزواقعیت بیرونی نداشته است ونخواهد داشت. اکنون انتظار میرود رئیس جمهور منتخب با روشهای متفاوتی که در پیش گرفته است، با عبور از «کابینه جناحی» و «کابینه فراجناحی» به یک کابینه «فراسهامی» بیندیشد. کابینهای که با مقاومت در برابر سهم خواهیها و فشارهای جناحهای سیاسی خودی و رقیب و کانونهای قدرت شکل بگیرد. در این صورت میتوان امیدوار بود که دولت سیزدهم دولتی مبتنی بر شایسته سالاری، کارامدی، تخصص گرایی و دور از سهم خواهیهای رایج در کشور باشد. روشن است که تشکیل چنین کابینهای برای رئیس جمهور منتخب هزینههای سنگینی درپی خواهد داشت وجناب رئیسی باید خود را برای تهاجم و تخریب سهم خواهان مدعی آماده کند، اما هرگز نباید از این مشی صحیح کوتاه بیاید. طرفه آن که معمولا کسانی که مدعی هستند خواهان سهم در دولت نیستند، در پشت پرده سهم خواهترین چهرهها و گروهها هستند!
تردیدی نیست که مهمترین معضل فرا روی دولت آینده مشکلات اقتصادی و معیشتی است، بنابراین بهتر که تیم اقتصادی دولت را اقتصاددانان برجسته و توانمند فارغ از گرایشهای سیاسی تشکیل دهند و حتی بهتر آن است که تیم اقتصادی دولت آینده از افرادی تشکیل شود که سابقه کنش ورزی سیاسی نداشته باشند. اما از نظر گرایشهای اقتصادی با یکدیگر و با سیاستهای دولت در حوزه اقتصاد هماهنگ باشند تا بتوانند بر مشکلات کشور فائق آیند. تشکیل کابینه قوی و کارامد، توانمند وفرا سهامی و دور از سهم خواهیهای کانونهای قدرت، ثروت و سیاست در دورهای که قوای سه گانه کشور هماهنگ و همراه هستند، میتواند چشمانداز رفع سریع مشکلات را امیدبخشتر کند.
