همین نرخ موجود در ایران ۱۰ درصد بالاتراز میانگین نرخ مالیات بر واحدهای تولید در کشورهای عضو اتحادیه اروپا است؛ بنابراین کاهش آن که به ۱۵ درصد اعلام شد و حتی آقای رئیسی عنوان کردند که ما این را برای شرکتهای پذیرفته شده در بورس به ۱۰ درصد کاهش میدهیم طبیعتاً نکتهای است که میتواند بر سرمایهگذاریها تأثیر بسیار بالایی داشته باشد و در نهایت میزان اشتغال هم افزایش پیدا کند. از طرف دیگر با توجه به مذاکرات و برداشته شدن تحریمها صحبتی که اخیراً رئیس سازمان برنامه و بودجه عنوان کرد که وزارتخانهها برنامههای خود را براساس ادامه تحریمها ببینند پس تنها چیزی که باقی میماند تقویت بخش ریالی اقتصاد است.در حال حاضر کشور به بیش از ۱۰ هزار کیلومتر آزادراه احتیاج دارد که هم توان فنی آن و ماشینآلات در کشور وجود دارد که نه نیاز ارزی دارد و نه متأثر از تحریمها است. ساخت واحدهای مسکونی یکی دیگر از وعدههایی بوده که داده شده است. چون در حال حاضر خرید مسکن برای مردم غیر ممکن شده است و حتی اجاره هم در دسترس خیلی از گروههای جامعه نیست. با تکنولوژیهای جدیدی که در جهان وجود دارد ساخت نه تنها سالانه یک میلیون واحد مسکونی که دولت وعده آن را داده است بلکه در ابعاد بیشتر آن امکانپذیر است، اما واقعیت امر این است که این کار تنها در صورتی امکانپذیر است که بتواند به صورت انبوهسازی باشد که این مسأله هیچوقت در ایران عملی نشده و در کل صنعتسازی مسکن در کشور ما انجام نشده است؛ بنابراین باید اجازه بدهند که شرکتهای ایرانی با شرکتهای دارای تکنولوژی مربوطه و پیشرفته در جهان شرکتهای مشترک تشکیل دهند و در مورد ساخت آزادراهها که شدیداً کشور به آن نیازمند است قانون فعلی پاسخگو نیست. باید به گونهای تغییر پیدا کند تا برای بخش خصوصی از جذابیت لازم برخوردار باشد؛ بنابراین تا بهبود روابط بینالمللی با سایر کشورها، تنشزدایی و تقویت بخش ریالی اقتصاد مهم است و با توجه به کمبود منابع درآمدی دولت هیچ راهی برای تأمین منابع از طریق بورس وجود ندارد. یکی از سیاستهای دولت بایستی این باشد که بورس را از حالت فعلی خارج و به ابزاری برای تأمین منابع مالی تبدیل کند. یعنی همان محورهایی که آقای رئیسی به آن اشاره کردند یعنی تعمیق بازار سرمایه و هدایت مستقیم منابع مالی به سمت فعالیتهای تولیدی.
