گروه مهاجم در بیانیه‌ای در خصوص این حمله به «آزار و اذیت شیعیان» در جمهوری آذربایجان اشاره کرده و تاکید کردند که با دستور رهبرشان در پی انجام اقدام فوری علیه الهام علی‌اف، رئيس جمهوری آذربایجان بوده‌اند.
